Putin speaking on the International (not really) Economic Forum first says "we are not seeking capitulation of Ukraine", only to make an entirely contradictory statement a few moments later. When answering a question about the regions Russia considers "theirs", Putin explained he "many times said he considers Russians and Ukrainians the same, so all their country is ours". This show of arrogance is intentional and its purpose is demonstration of Russian "invincibility" and unwillingness to step back from any of its demands. Based on many past Putin's statements, you can conclude that Russia indeed considers all of Ukraine its property and seeks political and military control over the whole country. Whether that's by military occupation or change to a puppet regime in Kyiv, Putin doesn't care, as long as he keep control - and that's the "we don't seek capitulation" part. This Putin's position should make it very clear for any Western observers that Putin intentionally uses words with established meaning in the Western world in confusing, dialectical way, substituting their meaning with his own, private one. "Lasting peace" for Putin therefore means full capitulation, "political concessions" mean establishing puppet regime and "reality on the ground" means formal occupation of the regions Russia temporarily controls.
