Speaking on 2 June 2025 Putin with surprising ease admitted that what the Russian army had been doing since 2022 - intentional targeting of civilian population - is classified as terrorism. Actually, on the same day as Putin was speaking, Russian army indiscriminately hit the center of Sumy with Tornado-S multiple-launch rocket system (MLRS), killing 4 and wounding 28 civilians.

P.S. of course, Putin didn't mean his attacks on civilians in Ukraine - he was speaking about collapsed railway bridges in Bryansk and Kursk oblast' although there's no evidence Ukraine took any part in failures of these bridges, which are 80-90 km behind the front line. As a matter of fact, the character of these failures is not certain - Russian Investigative Committee has initially removed any mention of "explosions" from its statement, only to restore it later, all without any explanation.
