Yulia Navalnaya, speaking at SuomiAreena forum in Finland, made a statement that can be understood as justifying Russian occupation of Crimea, saying that "we shouldn't forget the millions of Russian passports" that had been issued to people on the occupied territories. Navalnaya seems to be unaware, or conveniently skips the part that forced passportisation of population of any occupied territories is a a violation of the International Humanitarian Law, in particular Article 4 of the IV Geneva Convention. What Russia had been doing in a very systematic way since occupation of Donbas (2014) and other Ukrainian regions (2022) is placing local residents in a position where they are simple unable to continue living in their places without accepting Russian citizenship by denying basic services, confiscating their real estate or simple expulsion. Another technique Russia is using is encouraging mass-scale immigration from remote areas of Russia or even Central Asia in order to increase the percentage of Russian-speaking population and "dilute" the indigenous one, which had been most visible in the occupied Mariupol. By using the argument of "compassion" towards the people who were forced to accept Russian citizenship, or came to the occupied territories on their own, Navalnaya is legitimising this practice and effectively approving of the violation of international law on the "adverse possession" basis.
