Cuba’s presence on the U.S. state sponsors of terrorism list is "outrageous and unjustifiable,” said the EU’s top diplomat, Josep Borrell, during his visit to Havana on Friday.
The High Representative of the European Union for Foreign Affairs and Security Policy also stated that he works to maintain the bloc’s unified position against the U.S. blockade of Cuba every year at the UN.
Borrell announced that the EU will send a human rights envoy to Cuba in November to discuss what unites, and also differentiates, the European Union and Cuba, but insisted that Europe doesn’t have the “will or capacity” to impose demands on Cuba.
The European Union is not only Cuba’s largest trading partner and its second biggest source of tourists, but has also maintained a political dialogue and cooperation agreement with the island since 2016, which Borrell hopes will expand to include more topics - “without taboos or prohibitions.”
