Russian propagandist ranting on state TV and calling for the town of Kharkiv to be hit so hard that no infrastructure is left and that the 800'000 people who still live there simply "leave west, by car or by foot". According to Geneva Conventions, targeting infrastructure critical for survival of civilians in the conflict zone is a war crime.
