This channel is mostly 1980s music videos that were downloaded from USENET in the late 1990s - early 2000s, well before YouTube, and long before streaming video on the web was really possible. Back then, most people were on Dial-Up modems, with a typical connection speed of 33Kbps. Video was a non-starter. The videos are mostly digitised from SD analogue TV, and as such are relatively low quality. They mostly have captions, channel idents, and possibly promos for the person capturing the video or their preferred online hangout. Clean HD YouTube videos uploaded from the masters these are not.
