Good historic evidence for the popular heuristic that Russians almost always say the very opposite of the truth. Dmitry Peskov says on Russian TV that "Ukraine strikes residential buildings of Russians, while the Russian Federation only targets military sites of the Armed Forces of Ukraine". As documented by media, international organisations and even Russians themselves, Russian strikes on civilian infrastructure in Ukraine are a routine tactics approved at the very top of military command, intended to very literally terrorise civilians and make Ukrainian towns uninhabitable. Ukrainian drone attacks at the same time almost exclusively target Russian military bases, airports, plants and fuel depots, so what Peskov says is literally the opposite of truth. Peskov also conveniently does not mention that Russian bombing of Ukrainian civilian infrastructure started right in February 2022 while Ukrainian long-range attacks only started in 2023-2024 when the country received some medium range weapons from the West and managed to develop its own long-range, while Russia showers Ukraine with cruise, ballistic missiles and drones almost every day since the start of the war. But if you need an objective metric, in 2025 the daily numbers of civilian casualties of Russian bombing has increased by 59% as compared to the previous year, according to UN. In total, Russians have killed over 13'000 civilians since 2022, and that's only the casualties that were accounted for by UN, excluding Russia-controlled territories such as Mariupol. The amount of civilians in Russia that can be even remotely related to Ukrainian attacks is several hundreds.
