This is a video displaying how the 2nd floor of the Comet Observatory looks when it's unpowered. I'm pretty sure that some other people have found this out as well. It's self-explanatory of how to get up there, but I'll break it down for those who might not know:

Backflip onto the upper part of the Comet Observatory as shown in the video. When sliding, hold down so that you will be able to jump and do a spin. Keep jumping and spinning to make your way up.

The reason the teleporter from the 1st floor to the 2nd floor is active is that I already activated it before making this video. If you go up to the 2nd floor without having it activated, you will create the 2 way teleporter. This can be used to save time in a speedrun.

If you look up to where the Garden is, you will see another teleporter that can be activated. Unfortunately, as far as I know, there is no way to get up there earlier and activate it.
