When giving the fish to the troll, you have to be careful. If you simply walk to the troll, the troll will stop you and you'll get a dialog.

So, right after you start walking to the troll, open your inventory. When Guybrush reaches the troll, the troll won't stop you, meaning you can safely give him the fish.
