The city of Davenport paid up to $45,000 to settle a police brutality lawsuit after its officer attacked a woman accused of shoplifting and falsely claimed that she was the aggressor. Video shows the woman seated when she is suddenly attacked by Davenport, Iowa officer Scott Crow. In her lawsuit, the woman stated she was left with extensive eye injuries which required hospitalization, and that she was brutalized in front of her infant daughter. Davenport's police chief at the time, Frank Donchez, said an internal investigation determined there was a violation of police department policy by police, and that discipline (but not termination) was given out.
