However; publishing your work and only distributing to public libraries can be a best solution to reduce the burden of having servers being overwhelmed. For consumers, that can reduce the burden of buying digital copies, and maintaining accounts with all of the paid content purchased. Without distributing to public libraries, piracy can rise even further, causing losses. Everyday, the poor seek for pirated content to consume, causing losses to rise, and put them at risk of malware and data theft like credit card data being stolen.
