Can free bike-share in the suburbs help with the last-mile problem?

Calgary has recently started a pilot project to help with the old first-mile/last-mile problem — the challenge people have getting to transit from home and then from their transit stop to the destination. Bike-sharing can help with this problem, but most bike-share systems only operate downtown, which doesn’t help if you’re commuting from the burbs. So here’s Calgary’s attempt to help fix that problem.
