A county in South Carolina agreed to pay $10 million to the family of a Black man, Jamal Sutherland, who died in January after sheriff’s deputies used pepper spray and Tasers on him in a jail cell as he cried out “I can’t breathe.” Video from the jail showed deputies handcuffed Mr. Sutherland hands behind his back, and one officer placed a knee on Sutherland. Mr. Sutherland could be heard saying, “I can’t breathe” before he died. The two deputies involved have been fired.
